| dc.description.abstract | La disposición inadecuada de Aguas Residuales Domésticas (ARD) sin tratamiento, al suelo y fuentes, afectan de manera directa la salud, la calidad de vida, por ende, las condiciones de producción de la población, así como también la integridad de las cuencas hidrográficas en general, de manera particular las fuentes de agua, creando ambientes insalubres que propician enfermedades que afectan la supervivencia de los ecosistemas terrestres y acuáticos. Las descargas a cielo abierto generan emisiones de gas Metano (CH4) a través de la descomposición anaeróbica de la materia orgánica, por lo tanto, el estado colombiano ha propiciado de manera continuada herramientas legislativas para ordenar, administrar y conservar los recursos naturales, así como también destina recursos técnicos, de investigación, logísticos y financieros para mejorar la infraestructura de servicios públicos, acortando las brechas sociales con el propósito de mejorar la calidad de vida de la población, aportar al cumplimiento de los Objetivos de Desarrollo Sostenible (ODS), de manera particular al ODS 6, agua potable y saneamiento básico disminuyendo la emisión de GEI. Se determinará la efectividad de las acciones del Estado, a través de un compendio de la normatividad relacionada al tratamiento de las aguas residuales, seguidamente se compilará información secundaria producto del ejercicio de la autoridad ambiental en la jurisdicción para el aprovechamiento de los recursos naturales, se recogerá información relevante de las inversiones ejecutadas en infraestructura de saneamiento, realizadas en la Cuenca del rio Negro en el oriente de Antioquia. Al final, el impacto será determinado en relación con las acciones realizadas por el Estado, desde la planificación, la normatividad existente y las inversiones realizadas, teniendo en cuenta la relevancia para el mejoramiento de las condiciones sanitarias de la población. | spa |
| dc.description.abstractenglish | The inadequate disposal of untreated domestic wastewater (DWA) into the soil and water sources in the eastern region of Antioquia directly affects the health, quality of life and, therefore, the production conditions of the population, as well as the integrity of watersheds in general, particularly water sources, creating unhealthy environments that promote diseases that affect the survival of terrestrial and aquatic ecosystems. Open-pit discharges generate methane gas (CH4) emissions through the anaerobic decomposition of organic matter. The state has continuously provided legislative tools to organize, manage and conserve natural resources, as well as allocating technical, research, logistical and financial resources to improve the infrastructure of public services, narrowing social gaps in order to improve the quality of life of the population, contribute to the achievement of the Sustainable Development Goals, and reduce GHG emissions. The effectiveness of the state's actions will be determined through a compendium of the regulations related to wastewater treatment, followed by the compilation of secondary information resulting from the exercise of the environmental authority in the jurisdiction for the use of natural resources, relevant information will be collected on the investments made in the execution of sanitation infrastructure in the Negro River Basin in the east of Antioquia. At the end, the impact will be determined in relation to the actions carried out by the state, from the planning, the existing regulations and the investments made, taking into account the relevance for the improvement of the sanitary conditions of the population. | spa |
