Measuring the Performance of Occupational Health and Safety Management Systems: A Systematic Literature Review

| dc.description | Occupational Health and Safety Management Systems (OHSMSs) have evolved in recent decades, mainly due to legal regulations promoted by national governments that generate public employment policies. The compliance with and development of OHSMSs enable organizations to promote and implement different methods to measure the performance of these systems. However, said methods have limitations and flaws. This article presents the results of a systematic literature review about the strategies employed to measure the performance of OHSMSs. It also defines said performance and its application and presents methods reported in the literature to measure it, the most commonly used strategies, their main advantages and disadvantages, and their effectiveness. This literature review included 38 articles published between 2002 and 2021 and indexed in Science Direct, Scielo, Pubmed, and Redalyc. The results enabled the identification of 61 aspects related to the performance of OHSMSs and 7 models for measuring it. This study holds that, according to the structure and needs of organizations, they can use specific methods to measure the performance of OHSMSs. However, some methods or tools are highly complex, and some evaluation methodologies cannot be applied by SMEs. Nevertheless, other instruments, such as the Diagnostic Tool for Occupational Health and Safety Management, integrate different components that facilitate a rigorous monitoring of health and safety management in the workplace with a better measurement approach for any type of organization. | en-US |
| dc.description | Los sistemas de gestión de la seguridad y salud en el trabajo han evolucionado en las últimas décadas, principalmente por las regulaciones legales impulsadas por los gobiernos nacionales, fomentando con ello la generación de políticas públicas de empleo. El cumplimiento y desarrollo de los sistemas de gestión permite impulsar y ejecutar diferentes métodos de medición de la gestión y el desempeño de la seguridad y salud en el trabajo; sin embargo, existen limitaciones y fallas relacionadas con estos componentes. Este artículo tuvo como propósito presentar los resultados de una revisión sistemática que indaga por las estrategias de medición del desempeño de los sistemas de gestión por medio de la conceptualización del desempeño y su aplicación, la presentación de métodos que se han documentado en la literatura para dicha medición, así como los de mayor uso y sus principales ventajas, desventajas y la eficacia de estos. Para ello, se revisó la literatura de treinta y ocho artículos publicados entre 2002-2021 en Science Direct, Scielo, Pubmed y Redalyc, lo que permitió identificar sesenta y un aspectos relacionados con el desempeño de la seguridad y salud en el trabajo y siete modelos de medición del desempeño. De acuerdo con la estructura y necesidades de las organizaciones, se establece que estas pueden utilizar métodos específicos para la medición del desempeño de la seguridad y salud en el trabajo; no obstante, algunos métodos o herramientas presentan niveles elevados de complejidad y metodologías de evaluación que no pueden ser aplicadas por las pequeñas y medianas empresas, mientras que otros instrumentos, como la herramienta diagnóstica de la gestión de la seguridad y salud en el trabajo integra diferentes componentes que facilitan un seguimiento riguroso a la gestión de la seguridad y salud en el trabajo con un enfoque de medición superior para cualquier tipo de organización. | es-ES |
