Propuestas para el mejoramiento de la Gestión de la Tecnología y la Innovación en la Armada Nacional de Colombia

Abstract
La gestión tecnológica e innovación (GTI) se inclina hacia la búsqueda de estrategias que permitan
adaptarse y poner en marcha políticas, planes, programas y proyectos relacionados con la creación,
difusión y uso de la tecnología e innovación; a partir de un proceso estructurado y sistemático, en el
cual se garantice la creación y/o mejoramiento de productos y servicios significativos para la
institución y la comunidad en general. Es fundamental para la Armada Nacional de Colombia (ARC)
mejorar la GTI para dar soporte a las acciones constitucionales y ser adaptables a las exigencias que
les imponen las amenazas permanentes del entorno. Actualmente la ARC no tiene descrita, ni
caracterizada, ni formalizada la GTI. Por ello esta investigación se planteó como uno de los objetivos
“Proponer acciones de mejoramiento para la gestión tecnológica e innovación en la Armada
Nacional”. Para alcanzar el objetivo, se planteó el usó del benchmarking con el propósito de analizar
la GTI en instituciones militares del orden nacional e internacional (referentes) a través de factores
claves, también para identificar las mejores prácticas y posteriormente describir la GTI en la Armada
Nacional, con la intensión de establecer brechas frente a los referentes analizados y así lograr una
identificación de mejores prácticas. Como resultados se obtuvó que la Armada Nacional ejecuta
funciones y actividades de GTI, de manera empírica sin seguir un proceso formal (estructurado);
encontrando también dependencias de desarrollo tecnológico e innovación que no se encuentran bajo un
mismo direccionamiento, lo que dificulta la estandarización de procesos de GTI.
Abstract
Technology and innovation management (TIM) is inclined towards the search for strategies that
allow the adaptation and implementation of policies, plans, programs and projects related to the
creation, dissemination and use of technology and innovation, from a structured and systematic
process, which ensures the creation and / or improvement of products and services relevant to the
institution and the community in general. It is fundamental for the Colombian National Navy (CNN)
to improve the TIM in order to support constitutional actions and be adaptable to the demands
imposed by the permanent threats of the environment. Currently, the CNN has not described,
characterized, or formalized the TIM. That is why this research was proposed as one of the objectives
"To propose improvement actions for technological management and innovation in the National
Navy". In order to achieve this objective, benchmarking was used to analyze the TIM in national and
international military institutions (referents) through key factors, also to identify the best practices
and then describe the TIM in the National Navy, with the intention of establishing gaps with the
analyzed referents and thus achieve an identification of best practices. As a result, it was obtained
that the National Navy executes TIM functions and activities in an empirical way without following
a formal (structured) process; also finding technological development and innovation dependencies
that are not under the same direction, which makes it difficult to standardize TIM processes.
